Each person, firm, corporation, company, institution, municipality, community and
all other interests owning or operating an air or water pollution control prevention
facility shall submit operating reports with frequency and contents as may be required
by the rules and regulations set forth by the commission. The requirements by the
commission are not to be construed as superseding other state or Orange County regulations
regarding submission of operating reports by the owner of a pollution prevention facility;
provided, however, that the provisions of this section shall not be applicable to
wastewater facilities with an average flow of less than one thousand two hundred (1,200)
gallons per day.
