§ 15-44. Construction of act [article].

  • The provisions of this act [article] shall be liberally construed in order to effectively carry out the purposes of this act [article] in the interest of the public health, safety and general welfare; provided, that the provisions of this act [article] are not intended and shall not be construed as superseding or conflicting with any statutory provisions relating to, or rules and regulations promulgated by, any other Orange County or state agency within a related field, and further provided that this act [article] shall not be construed as imposing any mandatory duty upon the Board of County Commissioners of Orange County to adopt a resolution establishing a commission, but shall be construed only as granting permissive authority to adopt such a resolution.
