§ 15-108. Notification procedure and requirements.
(a)
Each owner or operator of a demolition or renovation activity to which this division applies shall:
(1)
Prepare and submit to the EPD written notice of intention to demolish or renovate utilizing the "Notice of Demolition or Asbestos Renovation" form as promulgated under Rule 62-257.900, F.A.C., adopted by reference in section 15-90.
(2)
The notice will be complete when the owner or operator legibly provides all the information requested on the form, and, if applicable, the additional information required by 40 CFR 61.145(b), adopted by reference in section 15-90, for ordered demolitions or emergency renovation operations.
(3)
The notice will be timely when the owner or operator mails it or delivers it to the EPD so that it is postmarked or received:
a.
At least ten (10) working days prior to the start of the renovation or demolition operation; or
b.
No later than the following working day after an emergency renovation operation or ordered demolition; or
c.
At least ten (10) working days prior to the end of the calendar year preceding the year for which a planned renovation operation notice is being given.
(4)
The owner or operator who submits a single planned renovation operation notification involving small individual nonscheduled operations shall indicate on the notice form the total amount of regulated asbestos-containing material predicted to be removed during the calendar year based on operating experience.
(5)
If after the start of the project it is determined that at least twenty (20) percent more regulated asbestos-containing material than originally reported to the EPD is to be removed, the owner or operator shall submit a revised notice.
(b)
The notice shall be accompanied by a thorough asbestos site survey/inspection to indicate the presence or absence of asbestos-containing material in the affected facility or part of the facility where the demolition or renovation operation will occur. For building renovation projects where no asbestos-containing material was detected, a copy of the survey shall be retained at the renovation project site and readily available for review by the EPD.
