At the time named in such notice, or such time to which an adjournment or continuance
may be taken, the board shall receive written objections and hear testimony of interested
persons and may then, or at any subsequent meeting of the board, adopt the final stormwater
assessment resolution which shall (1) confirm, modify or repeal the initial stormwater
assessment resolution with such amendments, if any, as may be deemed appropriate by
the board; (2) approve the stormwater assessment roll, with such amendments as it
deems just and right; and (3) determine the method of collection. The stormwater assessments
so approved shall be in proportion to the special benefits received by the affected
parcels as a result of the management of the stormwater burden expected to be generated
by the physical characteristics and use of the developed property (by individual parcel
or any reasonable classification of parcels). All objections to adoption of the final
stormwater assessment resolution shall be made in writing, and filed with the clerk
at or before the time or adjourned time of such hearing.
