§ 17-1. Public functions and gatherings for purposes of encouraging citizen participation in county government, etc.

  • (a)

    Authority to enact. This section is enacted under charter county home rule powers provided by the county charter, Fla. Const. art. VIII, § 1(g) and F.S. § 125.01.

    (b)

    Findings. The board of county commissioners hereby finds that a valid public purpose and a valid county purpose are served by expending reasonable sums of money to conduct public functions and gatherings, including picnics, cookouts, parties, celebrations and other similar events, where the citizens of the county are encouraged to attend and are afforded opportunities to participate in county government functions, to become more familiar with county government operations, and to benefit from county government services and facilities. The board of county commissioners further finds that any private benefit accruing from such public functions and gatherings is only incidental and is outweighed by the primary public benefit.

    (c)

    Authority for expenditures. The board of county commissioners is hereby authorized to appropriate and expend reasonable sums of money from time to time, in the same manner as other county expenditures, to conduct public functions and gatherings, including picnics, cookouts, parties, celebrations and other similar events for the purposes stated in subsection (b) of this section.
