§ 17-2. Gifts to distinguished visitors for purposes of advertising and promotion of the county.
(a)
Authority to enact. This section is enacted under charter county home rule powers provided by the county charter, Fla. Const. art. VIII, § 1(g) and F.S. § 125.01.
(b)
Findings. The board of county commissioners hereby finds that a valid public purpose and a valid county purpose are served by expending reasonable sums of money for inexpensive gifts for distinguished visitors from other states or nations, regardless of whether such visitors are public officials or private citizens, for the purpose of promoting and advertising the industries, commerce, citizens, and government of this county. Such gifts are found to improve and enhance the relations of this county with other national and international communities, and the board of county commissioners finds that any private benefit accruing from such inexpensive gifts is only incidental and is outweighed by the primary public benefit.
(c)
Authority for expenditures. The board of county commissioners is hereby authorized to appropriate and expend reasonable sums of money from time to time, in the same manner as other county expenditures, for small gifts for the purposes stated in subsection (b) of this section, provided that such expenditures do not exceed one hundred dollars ($100.00) per person per occurrence.
