§ 17-132. Findings of board of county commissioners.
(a)
Pursuant to Fla. Const. art. VIII, § 1 and F.S. § 125.01, the board of county commissioners has all powers of self-government to perform county functions and to render county services in a manner not inconsistent with general or special law, and such power may be exercised by the enactment of county ordinances.
(b)
In the judgment of the board of county commissioners, it is necessary and desirable for the public health, safety and general welfare of the county and its citizens that provisions be made for financing the acquisition of real and personal property and the design and construction of capital projects where such property acquisitions and capital projects serve county purposes.
(c)
The board of county commissioners finds that its transportation trust fund, as established under F.S. § 336.022, is an appropriate source of revenue to pledge for financing such acquisitions and projects.
