§ 17-309. Generally.

  • The procurement of all goods, material, equipment, services and combinations of goods and/or services by or on behalf of the board of county commissioners, including those transactions through which the board of county commissioners shall receive revenue, in an amount equal to or in excess of the mandatory bid amount, shall be awarded by a competitive bid or competitive proposal process as specifically provided in this division, except as otherwise provided in this division or by state or federal law. Competitive bidding shall be the preferred method of competition where possible.

    Nothing in the foregoing shall prohibit the county from renewing purchase orders or contracts with vendors/contractors originally selected through a competitive selection process, provided such renewal is within the scope of the original purchase order or contract, or from purchasing goods, materials or equipment for inclusion in a capital improvement project whose cost has been incorporated as part of a bid selected in a competitive bidding process provided for herein.
