§ 17-327. Minority/women business enterprise department; compliance officer and compliance procedures.

The county mayor shall designate a minority/women business enterprise department manager
who shall be the compliance officer whose duty it shall be to monitor contracts with
the county to determine if the county is meeting the goals established by this division
and to determine if contractors with the county are achieving and maintaining female
and minority employment levels and subcontracting goals set forth in this division
during the contractual term. The compliance officer shall ensure that only certified
minority/women business enterprise firms participate in the minority/women business
enterprise program and also maintain a minority/women business enterprise directory
of all women-owned and minority-owned business enterprises in Florida who seek to
do business with the county, and shall gather such data as necessary in order to make
such annual reports to the board of county commissioners as required by this division.
In addition, the compliance officer shall establish guidelines for contractors with
the county with such guidelines to include good faith effort evaluations, certification,
monitoring, reporting procedures and recommendations for actions to be taken should
noncompliance occur, and procedural guidelines for county allocation of contracts
to women-owned and minority-owned business enterprises as provided by this division.
Such guidelines shall be subject to the approval of the board of county commissioners.
The compliance officer shall also perform such other duties relating to the provisions
of this division as may be directed by the county mayor and the board of county commissioners.
