§ 19-11. Interpretation.
(1)
In the interpretation and application of this chapter, all provisions shall be:
(a)
Considered as minimum requirements;
(b)
Liberally construed in favor of the county; and
(c)
Deemed neither to limit nor repeal any other powers granted under Florida Statutes.
(2)
The Orange County Floodplain Management Ordinance is cumulative and supplemental to other existing county regulations. Where this chapter and the regulations contained herein conflict, overlap, or are inconsistent with any other county ordinance or regulation, whichever imposes the more stringent restriction shall prevail.
(3)
Receipt of a floodplain permit from the floodplain administrator shall not relieve the permittee from compliance with any other applicable Orange County Code provisions including, but not limited to, article VI, pumping and dredging control, and article X, conservation ordinance of Orange County, chapter 15, Orange County Code, or from obtaining all other applicable local permits.
