§ 19-4. Objectives.

  • The objectives of this chapter are:

    (1)

    To protect human life, health, and to eliminate or minimize property damage;

    (2)

    To minimize expenditure of public money for costly flood control projects;

    (3)

    To minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;

    (4)

    To minimize prolonged business interruptions;

    (5)

    To minimize damage to public facilities and utilities including, but not limited to, water and gas mains, electric, telephone, sewer lines, roadways, bridges, and culverts located in floodplains;

    (6)

    To maintain a stable tax base by providing for the sound use and development of floodprone areas in such a manner as to minimize future flood blight areas; and

    (7)

    To ensure that potential property buyers are notified when the property is in an area of special flood hazard.
