§ 20-96. Modification and renewal of certificates.

(a)
The department and the board of county commissioners may develop rules and regulations
to permit modification of certificates of public convenience and necessity during
their effectiveness due to changes in circumstances. No substantial modification shall
be made without adequate notice and an opportunity for all interested and substantially
affected persons to be heard.
(b)
At least ninety (90) days prior to the expiration of its certificate, each provider
must file an application for renewal of its certificate on forms to be provided by
the EMSO. Following notice to interested and appropriate persons, and review and recommendation
by the EMSO, the renewal application may be granted by the board of county commissioners.
A public hearing may be required by the board of county commissioners if there is
doubt as to whether adequate service is being provided by the applicant, or if the
applicant wishes to change the levels of service or the area covered by the certificate.
