§ 20-212. Orange County Parental Home Commission—Creation; membership; officers; purposes.

  • (a)

    The Orange County Parental Home Commission is hereby created. The commission shall have perpetual existence. The first meeting of the commission shall be called within thirty (30) days after this act becomes law. There shall be a minimum of one (1) meeting every three (3) months of the year.

    (b)

    The Orange County Parental Home Commission is hereby renamed the Children and Family Services Board.

    (c)

    The Children and Family Services Board shall consist of thirteen (13) members as follows: a county commissioner to be appointed by the county chairman and twelve (12) at-large citizens residents of the county to be appointed by the board of county commissioners. Two (2) of the at-large citizen members may be designated honorary members and shall not have voting powers. Upon the retirement, removal or resignation of both honorary members from the board, both vacancies shall be designated as voting members to be appointed by the board of county commissioners The Children and Family Services Board shall select its own chairman and vice-chairman. Officers shall serve for one (1) year, but may be reelected once.

    (d)

    Each member shall serve a term of two (2) years and shall not serve more than two (2) consecutive full terms (unless, with respect to a particular member, this restriction is waived by a vote of five (5) members of the board of county commissioners). However, a member shall be eligible for reappointment to the board one (1) year after expiration of his or her second term. Honorary members shall not be subject to the two-term restriction and may continue to serve at the pleasure of the board of county commissioners.

    (e)

    Members shall serve staggered two-year terms with eight (8) terms expiring on December 31 of even-numbered years and seven (7) terms expiring on December 31 of odd-numbered years.

    (f)

    The members of the board shall serve without compensation. No reimbursement of expenses incurred in connection with duties performed by board members shall be made unless approved by the board of county commissioners.

    (g)

    The purposes of the Children and Family Services Board are:

    (1)

    To assist the county in obtaining donations to benefit the children of Great Oaks Village and other programs of the county operated by the Youth and Family Services division ("the division"),

    (2)

    To advise the board of county commissioners with respect to all gifts, real or personal property, testamentary or inter vivos, donated to the county for the specific benefit of the children that are living at Great Oaks Village or other residential facilities and programs operated by the county under the division.

    (3)

    To advise the board of county commissioners and the county administrator regarding the provision of services to children, youth and families by the division.

    (4)

    To advocate for children and families in Orange County, especially those who require the services of the division.
