In the event an application for a permit is denied, the granting of a permit is made
subject to conditions, a permit is suspended or revoked, or a decision is not rendered
in accordance with the time requirements of this article, the applicant or the permittee,
whichever is applicable, may immediately seek judicial review before a court of competent
jurisdiction upon the filing of an appropriate pleading.
