§ 25-92. Fortunetellers, clairvoyants, mediums, etc.; exemptions.

  • (a)

    Every fortuneteller, clairvoyant, palmist, astrologer, phrenologist, character reader, spirit medium, mental healer, and every person engaged in any occupation of a similar nature shall pay a business tax of thirty dollars ($30.00).

    (b)

    This section does not apply to Christian churches who heal the sick by prayer, or regularly ordained ministers of churches who are members of the Florida State Spiritualist Association whose charters are filed in the state capitol in Tallahassee.

    (c)

    No tax receipts shall be issued to any person that engages in the occupation of fortunetelling, or any other pursuit for which a tax receipt is required by this section, shall be issued to any person unless such person first meets the following conditions:

    (1)

    The applicant shall establish good moral character by written statements or affidavits from not less than five (5) reputable citizens of the county.

    (2)

    The application must be submitted with a recent photograph of the applicant, which shall become a permanent part of the records kept by the tax collector.

    (d)

    Prior to issuing a business tax receipt under this section, the tax collector shall, with the assistance of county law enforcement officers, make an investigation to satisfy himself as to the applicant's moral fitness and character.
