This division is enacted pursuant to the home rule powers granted to the county pursuant
to Article VIII, Section 1(g) and Article VIII, Section 5 of the Florida Constitution,
F.S. § 125.01(1)(t), and Article I, Section 103, Orange County Charter, to provide
a waiting period between the purchase and delivery of firearms in the interest of
the health, safety and welfare of the citizens of the county.
