§ 28-28. Scope.

This article shall be effective within the boundaries of the county. In the event this article conflicts with a municipal ordinance, this article shall not be effective within the municipality to the extent of such conflict; provided, however, that where this article and a municipal ordinance cover the same subject without conflict, then both this article and the municipal ordinance shall be effective, each being deemed supplemental to the other.
