§ 2-192. Operation.

  • (a)

    The Enterprise Zone Development Agency shall have the following powers and responsibilities:

    (1)

    To assist in the development, implementation and annual review and update of the strategic plan or measurable goals, as described in F.S. ch. 290.

    (2)

    To oversee and monitor the implementation of the strategic plan or measurable goals. The Enterprise Zone Development Agency shall make quarterly reports to Orange County evaluating the progress in implementing the strategic plan or measurable goals.

    (3)

    To identify and recommend to the board of county commissioners ways to remove regulatory barriers.

    (4)

    To identify to the board of county commissioners the financial needs of, and local resources or assistance available to, eligible businesses in the Enterprise Zone.

    (5)

    To assist in promoting the Enterprise Zone incentives to residents and businesses within the Enterprise Zone.

    (6)

    As appropriate, to recommend boundary changes in the Enterprise Zone to the board of county commissioners.

    (7)

    To work with the Florida Agricultural and Mechanical University, the University of Florida, and the University of South Florida (together known as the University Partnership for Community Development) or similar organizations that have combined resources to provide development consulting on a nonprofit basis.

    (8)

    To work with Enterprise Florida, Inc., and the OTTED to ensure that the Enterprise Zone coordinator receives training on an annual basis.

    (b)

    The Enterprise Zone Development Agency shall file such reports and perform any other duties and/or services required by Florida Statutes and may perform the duties prescribed in F.S. § 290.0056(9), only upon the board of county commissioners' passage of a subsequent resolution specifically authorizing the same.

    (c)

    The Enterprise Zone Development Agency shall adopt bylaws for the transaction of its business, and shall keep a record of its transactions, attendance and voting records of its commissioners, which record shall be a public record.

    (d)

    Pursuant to F.S. § 290.0056, the Enterprise Zone Development Agency is a public body corporate and politic, and as a public instrumentality all actions of the agency shall be in accordance with applicable law to include, but not limited to, the Florida Public Records Law (F.S. ch. 119) and the Florida Government-in-the-Sunshine Law (F.S. § 286.011).
