Article VI. CREATION, OPERATION, REVIEW OF ADVISORY BOARDS |
§ 2-203. Definitions.
(a)
Advisory board means:
(1)
Any citizen group previously created or to be created in the future by the board and funded in whole or part by the board to (a) provide citizen input and advice to the board, (b) hear petitions and appeals of interpretations of County Code standards, or (c) enforce County Code provisions; and
(2)
Those authorities and independent agencies charged with the operation of a particular public function or service and to which the county chairman or the board appoints one (1) or more members.
However, "advisory board" does not include (i) ad hoc committees and task forces that, when formed, are expected to exist for no more than eighteen (18) months, unless revived by the board; (ii) the board of zoning adjustment; (iii) the planning and zoning commission; (iv) each charter review commission; (v) the membership and mission review board; (vi) any redistricting advisory committee; (vii) any entity where the board's appointment or appointments by law may be made only from members of the board itself (e.g., the Greater Orlando Aviation Authority); (viii) the aviation noise abatement committee; (ix) the governing board; (x) the citizens' transportation oversight board; (xi) the transit board; and (xii) any lake advisory board.
(b)
Board means the Orange County Board of County Commissioners.
(c)
Chairman means the individual that serves as chair of the meetings of an advisory board.
(d)
County chairman means the Orange County Chairman, the office created by and existing under article III of the charter.
(e)
Enabling resolution means any resolution adopted heretofore or from time to time in the future by the board to create an advisory board. The term shall include the original resolution plus any amendments or revisions to the original resolution.
(f)
MMRB means the membership and mission review board created by section 2-204 of this article.
(g)
Sunset means the expiration of an enabling resolution or, in the case of existing advisory boards for which no enabling resolution was adopted, the abolishment of the advisory board. "Sunset" of advisory boards shall occur on such dates as the board may determine, except where enabling resolutions are extended, and shall occur without further action by the board.
