§ 2-206. Qualifications, requirements for membership on advisory boards.

  • Except those advisory boards for which the enabling resolution provides otherwise, each advisory board shall consist of seven (7) members appointed by majority vote of the board. A person is eligible for appointment to an advisory board only if he or she meets the following criteria:

    (1)

    The person must reside in the county (unless, with respect to a particular appointee, this requirement is waived by a vote of five (5) members of the board);

    (2)

    The person must be a registered voter (unless, with respect to a particular appointee, this requirement is waived by a vote of five (5) members of the board);

    (3)

    The person must have an interest in the sphere of activity covered by the particular advisory board;

    (4)

    The person, except for a member of the board or the county chairman, must have submitted to the general services department a completed application on the required form prior to consideration for appointment by the MMRB (unless, with respect to a particular appointee, this requirement is waived by a vote of five (5) members of the board, in which case the appointee must complete and submit the application form promptly after being appointed);

    (5)

    The appointment shall not result in the person serving on more than two (2) advisory boards concurrently (unless, with respect to a particular appointee, this restriction is waived by a vote of five (5) members of the board).

    (6)

    The person is not a full-time employee of the board; provided, however, that a board employee who is assigned to board membership as part of his specific occupational assignment with the county may serve upon an advisory board as a voting member. The term "full-time employee" shall here mean any person for whom contribution is made by the board to the state retirement system or any successor retirement system. However, a full-time employee of the board may sit with any advisory board and serve such board in a staff or consultant capacity.

    In addition to the foregoing requirements, the board shall endeavor to have advisory boards be representative of the demographic makeup of the county.
