§ 2-283. Designation of responsibility for administration and implementation of local housing assistance program.

  • (a)

    The county's department of housing and community development shall be primarily responsible for implementation and administration of the local housing assistance program. The department of housing and community development shall coordinate and cooperate with the county's local housing partnership, defined herein, in accomplishing the purposes and in implementation of the local housing assistance program. At a minimum, the department of housing and community development shall be responsible for the following:

    (1)

    Overseeing the receipt and expenditures of SHIP program funds in accordance with the criteria set forth in the State Housing Initiatives Partnership Act.

    (2)

    Coordinating the county's efforts to promote the construction and development of affordable housing with state agencies, municipalities within the county and other public and private entities.

    (3)

    Evaluating the effectiveness of the county's local housing assistance program and providing recommendations to the board of county commissioners on an annual basis as to the performance of the program.

    (b)

    The cost of administering the county's local housing assistance program shall not exceed five (5) percent of the county's distribution of SHIP program monies deposited into the county's local housing assistance trust fund pursuant to the State Housing Initiatives Partnership Act.
