No building or other structure shall be constructed, altered, erected, moved, added
to or structurally altered without a use permit therefor issued by the zoning director
or his/her duly authorized representative. No building permit, electrical permit,
plumbing permit or septic tank permit shall be issued unless and until a use permit
has been issued. Furthermore, no state or county occupational or retail license shall
be issued until after a use permit has been issued; provided, however, that such requirement
shall not apply to the renewal of existing state and county occupational or retail
license. An application for a use permit shall be submitted on a form to be prescribed
by the board of county commissioners to the zoning department.
