Article II. ORANGE COUNTY WASTE COLLECTION AND DISPOSAL SYSTEM ACT |
§ 32-12. Definitions.
Whenever used in this act [article], unless a different meaning clearly appears from the context:
(1)
The term "waste collection and disposal system" shall mean all the facilities of said county for the collection and disposal of garbage and other waste matter, except sewage, but including liquid waste material from septic tank and grease trap systems, together with digested sludge from sewage treatment plants, and shall include all such facilities, including, but not limited to, incinerators, resource recovery systems, transfer stations, shredders, composting plants, sanitary landfills, or other means of disposal constructed or acquired pursuant to the provisions of this act, or hereafter acquired or constructed by the county from any other source whatsoever.
(2)
The term "county" shall mean Orange County, Florida.
(3)
The term "governing body" shall mean the board of county commissioners of said county or any other board or body which may hereafter be charged with the governing of said county.
(4)
The term "bonds" shall mean any bonds issued pursuant to this act [article], and shall include bonds which are payable solely from the fees, rentals or other charges derived from said waste collection and disposal system, or from other funds of said county other than moneys derived from ad valorem taxation.
(5)
The term "political subdivision" shall mean a county, city, town, village or other municipality, but shall not include special tax districts or other public bodies or agencies which do not have general governmental powers.
(6)
The term "service area" shall mean all unincorporated areas of the county plus all areas within the jurisdiction of any municipality or any other county which has consented to Orange County supplying the services and facilities of the waste collection and disposal system as required by this act [article].
