The powers and purposes enumerated in section 6 of this act [section 32-16 of this Code] constitute proper county purposes for the benefit and the health, safety
and welfare of the inhabitants of said county and it is hereby found and declared
that in the construction, acquisition, improvement, maintenance and operation of said
waste collection and disposal system, and in the regulation of the disposal of garbage
and all other waste, said county will be exercising valid and necessary police powers
and will be performing essential and proper governmental functions.
