It shall not be necessary for the county, in proceeding under this act [article],
to obtain any certificates of convenience or necessity, franchise, license, permit
or other authorization from any bureau, board, commission or other like instrumentality
of the State of Florida in order to construct, acquire, improve or operate such waste
collection and disposal system, or to exercise any of the powers granted in this act
[article].
