§ 32-35. Act [article] additional and complete authority.

The powers conferred by this act [article] shall be in addition and supplemental to all other powers of the county, and this act [article] shall not be construed as superseding or repealing any of the provisions of any other law, general or local, or any other county ordinance, but to provide an alternative and complete method for the exercise of the powers granted in this act [article]. Such waste collection and disposal system may be constructed, acquired or improved, and bonds or other obligations issued pursuant to this act without regard to or necessity for compliance with the limitations or restrictions contained in any other general, special or local law.
