§ 32-176. Franchisee or licensee as independent contractor.

This division establishes general regulations of private companies collecting solid waste in Orange County. The franchisee or licensee is in all respects an independent contractor as to the work, notwithstanding that in certain respects the franchisee or licensee is bound to follow the direction of designated county officials, and that the franchisee or licensee is in no respect an agent, servant or employee of the county. While this article specifies the work to be done by franchisees or licensees, the method, manner and means to be employed to accomplish this work shall be the responsibility of the franchisee or licensee, unless otherwise provided in this article.
