Services such as below ground collection, removal of any solid waste and/or recyclable
materials other than garbage, designated recyclable materials, yard waste and bulky
items as defined herein, rear door service to disabled persons within an area greater
than one hundred (100) feet from the curb or other public road frontage, and additional
pickups shall be subject to negotiations between the franchisee and the owner or occupant
of residential premises. The board of county commissioners retains jurisdiction to
review and determine reasonable fees to be charged by the franchisee for special services
when the parties fail to successfully negotiate such fees.
