The applicant, or his engineer, may consult with the division of public utilities
concerning the planning, construction, expansion, modification or operation of any
water or wastewater facilities, the efficiency of such devices or facilities, or other
related problems related to such facilities. However, any representation by the division
of public utilities shall not relieve any person of any requirement of applicable
special acts, general laws, these rules, or any other county laws, ordinances, rules,
regulations, standards or permits.
