  • Where a building is to be constructed or financed primarily by the board of county commissioners, or by any board, commission, agency or council which derives its powers and authority from the board of county commissioners, the following procedure shall be complied with:

    (1)

The architect retained to design the structure shall recommend the categories and types of works of art appropriate to the project, including whether such works should be included in construction or attached to the structure upon completion, and shall submit recommendations and alternatives to the board of county commissioners.

    (2)

The board of county commissioners shall, in its discretion, accept or reject the recommendations of the architect. If such recommendations are rejected, the board of county commissioners may require the architect to submit alternative recommendations. When recommendations are accepted, the board of county commissioners may designate the manner by which artists, sculptors or craftsmen may be selected or retained for each project.
