Division 1. GENERALLY |
§ 9-443. Authority; area of enforcement.
This article is enacted under the home rule power of the county for the purpose of providing necessary regulations for underground utilities pipeline contractors in the interest of the public health, safety and welfare of the citizens and residents of the county. This article shall apply to and be enforced in all areas of the county not within the boundaries of any municipality of the county except where work is being performed on designated county-maintained roads or streets lying therein. Construction on state roadways is exempted from the provisions of this article, unless the utility system under construction is to be owned and/or operated by the county public utilities division.
