Any person aggrieved by a decision of the zoning [or] transportation [departments]
or division of building safety under this article, except a decision by the transportation
department pursuant to section 9-579(c), may file a notice of appeal with the clerk to the board of county commissioners.
The notice may be filed only after each of those departments has completed its review
of the application. The notice shall be accompanied by an appeal fee. The board of
county commissioners shall thereafter entertain the appeal, and render a decision
thereon.
