§ 15-72. Interpretation.

(a)

In the interpretation and application of these rules, all provisions shall be:

(1)

Considered as minimum requirements;

(2)

Liberally construed in favor of the environmental protection commission and the county; and

(3)

Deemed neither to limit nor repeal any other powers granted under state statutes.

(b)

The Orange County Air Quality Rules are cumulative and supplemental to existing county laws, ordinances, rules and regulations. Where this ordinance and the rules contained herein conflict or overlap with any other county law, ordinance, rule or regulation, whichever imposes the more stringent restriction shall prevail.
