§ 16-2. Scope and purpose.

This chapter applies to all private contractors, private citizens, and any person or group proposing to initiate or continue excavation or fill operations in the unincorporated area of the county. All new development of and additions or expansions to existing pits, quarries, excavations, artificial ponds, earth stockpiles, and fills in the unincorporated areas of the county which are not specifically exempted by this chapter shall comply with the requirements contained in this chapter. This chapter shall also apply to any renewal of a permit for pits, quarries, excavations, artificial ponds, earth stockpiles, and fill operations in the unincorporated areas that existed on or after January 1, 1986.
