Article VIII. LOCAL HOUSING ASSISTANCE PROGRAM |
§ 2-282. Establishment of local housing assistance program.
The county shall use any funds received pursuant to the State Housing Initiatives Partnership Act to implement the county's local housing assistance program, which is hereby created and established. The county local housing assistance program shall consist of the following:

Infill affordable housing program. It is the intent of the county's infill affordable housing program to increase homeownership opportunities for very low and low-income persons by creating new single-family fee-simple affordable housing units. SHIP program funds dedicated by the county for funding of the count's infill affordable housing program shall be used to defray the costs of land acquisition, site development and/or construction associated with the creation of affordable housing units in infill developments.
(2)
Downpayment assistance/second mortgage program. The county's downpayment assistance/second mortgage program provides downpayment and closing costs assistance to qualified very low and low-income persons to assist in the purchase of newly constructed single-family fee-simple affordable housing units.
(3)
Housing rehabilitation deferred loan program. The county's housing rehabilitation deferred loan program shall be eligible to receive SHIP program funds to provide funds to very low-income persons to rehabilitate existing single-family fee-simple affordable housing units.
(4)
Home buyer's counseling and technical assistance program. The county's home buyer's counseling and technical assistance program will provide counseling and technical services to assist eligible persons in the process and procedure connected with the purchase of single-family fee-simple affordable housing units.
