"Sunset" and repeal; amendments.
Unless reenacted and extended by the board of county commissioners, this article shall
"sunset" and expire, without further action by the board of county commissioners,
on the fifth anniversary of the expiration or repeal of the sales tax, at which time
this article shall be deemed repealed and of no further force and effect. Otherwise,
any repeal of this article shall take effect only upon approval by a majority of the
voters of Orange County voting on the question at referendum. Furthermore, any amendment
of this article having the effect of reducing or restricting the powers of either
the governing board or oversight board, or both, or altering the membership of either
the governing board or oversight board in a way that diminishes the independence of
either board, or reducing or eliminating the requirements of this subsection for referendum
approval shall take effect likewise only upon approval by a majority of the voters
of Orange County voting on the question at referendum.
