Chapter 19. FLOODPLAIN MANAGEMENT |
Article III. PROVISIONS FOR FLOOD HAZARD REDUCTION |
§ 19-94. Specific standards for areas of shallow flooding (AO and AH Zones).
In all areas within the area of special flood hazard designated as areas of shallow flooding, the following provisions apply in addition to the standards set forth in section 19-91:
(1)
All new construction and substantial improvements of residential structures in all AO and AH Zones shall have the lowest floor, including basement, elevated above the highest adjacent grade at least as high as one (1) foot above the depth number specified in feet on the county's FIRM. If no flood depth number is specified, the lowest floor, including basement, shall be elevated no less than three (3) feet above the highest adjacent grade.
(2)
New construction and substantial improvements of nonresidential structures shall:
a.
Have the lowest floor, including basement, elevated to or above the highest adjacent grade at least as high as one (1) foot above the flood depth number specified in feet on the county's FIRM. If no flood depth number is specified, the lowest floor, including basement, shall be elevated at least three (3) feet above the highest adjacent grade.
b.
Together with attendant utility and sanitary facilities, be completely floodproofed no less than one (1) foot above the specified base flood elevation to meet the floodproofing standard specified in section 19-69, so that any space below that elevation is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. Certification, along with the corresponding operational and maintenance plans, is required as per section 19-69.
(3)
Adequate drainage paths around structures shall be provided on slopes to guide water away from structures.
(4)
Fully enclosed areas below the lowest floor that are subject to flooding shall meet the nonelevation design requirements of section 19-92.
(5)
All recreational vehicles placed on sites shall either:
a.
Be on the site for fewer than one hundred eighty (180) consecutive days;
b.
Be fully licensed and ready for highway use (a recreational vehicle is ready for highway use if it is on its wheels or jacking system, is attached to the site only by quick disconnect type utilities and security devices and has no permanently attached additions); or
c.
Meet all the requirements for new construction, including anchoring and elevation requirements of subsections 19-92(4)a. or b., above.
